It was a lackluster sunrise. That is the reality of nature photography. You wake up well before dawn, drive out to the site, set up, wait, and then nothing happens. You are left with a very boring, cloudy sky or a cloudless sky and flat light. What do you do, look behind you or walk around and find a different subject. The light is still lovely at this time of day even if the sunrise is boring.
